Opening of EXTRAOrdinary Meeting

The meeting commenced at 5.00pm with the Mayor, Cr D Knight in the chair.

Acknowledgement of Country

We respectfully acknowledge the traditional custodians of the land on which we meet, the Gumbaynggirr people, who have cared for this land forever. We pay our respects to their Elders, past, present and emerging, and commit ourselves to a future with reconciliation and renewal at its heart.

The Mayor reminded the Chamber that the meeting was to be recorded and live audio streamed, and that no other recordings of the meeting would be permitted.

Notices of Motion – Sustainable Infrastructure

 

NOM20/01      Woolgoolga Dam Water Licence

 

Motion (Cr George Cecato / Cr Michael Adendorff)

"That Coffs Harbour City Council:

1.         As a matter of urgency make application to the NSW Department of Primary Industry and Environment to amend the “purpose” for which the Water Access Licence (WAL) No. 36672 and Approval number 30CA308020 in respect of Woolgoolga Dam are held such that the Licence and Approval allow the permitted use to include agriculture / irrigation;

2.         In pursuing the change in purpose mentioned in point 1 above, Council authorise equitable access, in accordance with Council’s current Fees and Charges, to the agricultural / irrigation sector of up to 100 megalitres (approximately 45% of current water volume) of the water resource in Woolgoolga Dam, this to be achieved with relevant access controls in place;

3.         In light of the emergency nature of this matter, Council will review the allocation and supply arrangement on 31 March 2020;

4.         Undertake a community information/awareness program to provide relevant information to the community."

That Coffs Harbour City Council:

1.       As a matter of urgency make application to the NSW Department of Primary Industry and Environment to amend the “purpose” for which the Water Access Licence (WAL) No. 36672 and Approval number 30CA308020 in respect of Woolgoolga Dam are held such that the Licence and Approval allow the permitted use to include agriculture / irrigation.

2.       If the license application is approved, Council will convene a briefing to discuss the parameters of water use and availability for Woolgoolga Dam.

3.       Decisions about disbursement of water from Woolgoolga Dam will subsequently be made, as soon as practicable, by resolution of Council.

4.       Disbursement of water will be based on principles of equity and shared access, within the parameters of the license conditions.
